Mobile Responsive View

Hi my problem about viewing the website on mobile its shown not as i check in the edit page
when i choose home page edit with wpbakery the mobile mode is great but on outside dashboard its shown not will
in attachments’ you will find image 1 is the view of website for normal people
image 2 show the real responsive view as it should be on editor
so how can we make that view in image 2 show to all people
