Encountering 2 issues with mobile

1. The site is not loading on mobile. On my phone the preloader keeps loading.
2. Before this, the site did load on my phone. However, it was not responsive and did not display accurately. I do not have a screenshot of this right now because the preloader keeps loading on my phone.

How do I set up responsive on the website so that it appears correctly on mobile? If you need to login to the website, you have the credentials already.
